Energy efficiency, green light to the transposition of the Directive 2012/27/Ue in Italy

The Italian Council of Ministers on 4 April approved a draft decree transposing  on energy efficiency, which changes Directives 2009/125/EC and 2010/30/EU and repeals Directives 2004 / 8/EC and 2006/32/EC.
The decree introduces innovative measures aimed at promoting energy efficiency in public administration , businesses and households , according to the objectives set by the European Union to a reduction in the consumption of primary energy by 20% by 2020.
The target of reducing energy consumption by 2020 , already set by the National Energy Strategy , is now updated with new measures :
• from 2014 to 2020 , construction works on the properties of the central public administration capable of achieving energy improvement of at least 3% per year of useful air-conditioned indoor area or , alternatively, to result in a cumulative energy savings in 2014 – 2020 at least 0.04 Mtoe ;
• requirement for large enterprises and energy-consuming enterprises to perform a diagnosis of energy efficiency – led by energy service companies , experts in energy management or energy auditor – The first audit has to be held before December 5, 2015 and every 4 years, according to the dictates of Annex 2 of the decree. The requirement does not apply to large enterprises that have adopted management systems that comply with ISO 50001 or EN ISO 14001 .
• establishment of a National Fund for Energy Efficiency for the granting of guarantees or the provision of funding , in order to encourage redevelopment energy of Public Administrations , energy efficiency in residential buildings and the reduction of energy consumption in industry and services . The Government provides almost 800 million Euros from 2014 to 2020 .
