In rural territories, particularly in the Pyrenees-Orientales, municipalities have difficulties to realize renovation operations for energy savings, even after realizing energetic audits. Rural municipalities have a lack of technical support and funding to develop energy saving operations.

The support suggested in the case of our accompaniement services aims to develop energy optimization on public buildings in order to make energy savings and at the same time to raise awareness of decision makers. We bring our support generally after an energetic audit (realized by ourselves or others contractors). Our support consists in realizing ourselves the operations of optimization (regulation of equipment, change or installation of small equipment, etc.): we do the work like a technician staff of a municipality who is trained to make this (which is often not the case in small towns). Moreover, important point, we are paid according to the energy savings: if we don’t succeed to make energy savings, we don’t get paid. The amount of our payment is depending of the energy saving realized in the defined period with the municipality. The goal is to initiate a virtuous dynamic: energy savings are used to finance others renovation operations. After one year of action, decision makers are aware and ready to continue improving the energy management.

In order to increase financial savings, we suggest exploring all the building heritage of the municipality which use energy and water: buildings, public lights, water management, etc. More the potential of runed consumptions is important, more the potential of financial savings will be significant. Furthermore, we suggest only operations of optimization (with a low cost), needs of investment are consequently low and the financial return is short (less than 3 years). These generated savings allow the municipality to engage more substantial operations of renovation in a second step.

The feedback of our experience in several towns shows that our intervention creates a saving of 20 % of energy in average and allows local authoritiesto engage renovation operations requiring significant investments.

Our intervention seems to be an efficient support for decision makers and technicians: they are aware of energy savings, they are trained to use tools for energy management (consumption monitoring) and they have information about how to realize energy savings.

Comment contribuer au financement de la performance énergétique & changer les habitudes ?

Face aux difficultés rencontrées par les petites communes rurales, comme il s’en trouve majoritairement dans les zones montagneuses, pour financer des travaux performants d’économie d’énergie, le projet consiste à les accompagner dans la mise en œuvre d’une optimisation énergétique de leur patrimoine, afin d’une part, de dégager des moyens financiers résultants des économies générées et d’autre part, de sensibiliser les décideurs et de changer les mentalités afin d’initier une dynamique vertueuse permettant la programmation de travaux performants plus ambitieux.

En ciblant l’ensemble des patrimoines consommateurs d’énergie & d’eau , tels que les bâtiments, l’éclairage public, les régies d’eau… l’assiette des consommations s’élargit et le potentiel d’économies à réaliser augmente donc.

Dans la mesure où il s’agit principalement d’actions d’optimisation, les besoins en investissement restent faibles et la rentabilité s’entend à court terme (inférieure à 3 ans), permettant ainsi d’engager les travaux moins rentables plus rapidement dans un second temps.

Le retour d’expérience existant sur ce type d’action a déjà permis à une  commune une réduction importante en termes financier & environnemental du poste énergie (20% à l’échelle de son patrimoine, en terme de kWh, de CO2 et d’euros) et d’engager des travaux ambitieux nécessitant  des investissements importants pour la rénovation de l’éclairage public, en visant l’objectif de réduction Facteur 4 par rapport à l’existant. L’impulsion, financière et décisionnelle, a ainsi pu être amorcée à partir de simples actions, pas toujours spectaculaires mais toujours efficaces en matière d’économie.

Les résultats peuvent bien sur être variables d’une commune à l’autre, mais cet outil de suivi et de d’aide au passage à l’action, dont le coût peut être financé par les économies générées, est pleinement accessible aux petites communes, tout en contribuant à l’ évolution des mentalités et au financement de décisions ambitieuses.

Dans cette dynamique vertueuse, l’action coûte ainsi moins chère que l’inaction.
